Summary:  Kademlia nodes are collected even if Kademlia is disabled

Original Submission:  These nodes are saved to servers.ini and are IMHO 
responsible for the huge RAM needs of this core version. This also happens if 
Overnet *and* Kademlia are disabled.

setting max_known_peers to 1 to circumvent this problem does not work because 
there is a hardcoded limit of 4096
