Summary: Files are not COMPLETED if something goes wrong

Original Submission: for example,if this is a super-long filename, or shared
file number exceeds its limit. This file is not COMPLETED when it's 100%
download. then if I rename it or remove and reshare dirs, it's still not
COMPLETED, I think the core doesn't check it because there is no more incoming
packages(it's 100% DLed). The only way I can do is restarting mlnet and it's
been checked at startup and completed. So I'm wondering it's only checked at
downloading if a file is completed or not. Pause-then-restart doesn't work
either.
