Summary:  Auto download of needed ocaml is broken

Original Submission:  when doing configure, it now needs ocaml 3.08 which is at 
http://caml.inria.fr/distrib/ocaml-3.08/ocaml-3.08.0.tar.gz but configure tries 
to download from wrong place
