Summary:  mldonkey requests shared-files list from "friends" every 15 minutes

Original Submission:  This seems unneccessary to say the least. If someone is 
on a lot of mldonkeys friend lists he effectively can get ddos'ed, especially 
if he shares a lot of files.
Even though this is an unlikely scenario, mldonkey should never automatically 
try to get a shared files list from one user more than once. After that, only 
manual refreshes should be possible.
