This maybe as simple as your not puting the ip's in quotes.

If you are going to set the allowed_ips via telnet you 
would type:

set allowed_ips "127.0.0.1 192.168.1.101 213.xxx.xxx.xxx"

and that will add all ips.

I know this is way late :)

I had the same problem after trying some stuffs ...  ;-)

allowed_ips = [
  "127.0.0.1";
  "192.168.0.12"]


is ok for me.
