I did solve my problem - sort of.

I now use policy routing in my Cisco router to limit the
upstream from mldonkey...

Certainly not a soultion for everyone.

I'm using version 1.14 on Mac OS X Server 10.1.3.
It seems that the max_hard_upload_rate limits the whole
interface - all traffic is affected.

On my T-DSL connection the upstream is limited to 16
kb/sec. When using the official eDonkey client I could
set the upstream to 10-12 kb/sec and had no problems
with  other traffic (surfing the net, inbound ssh
sessions) - there was enough bandwidth for ACKs.

With mldonkey the only way to surf with normal speed is
to disable the upload using the 'nu' command.

Setting the upload limits seems to cap all other
traffic - even thou there should be enough bandwidth left.
The download limits seem to work.

I tried to work around this by using 'throttled'
(http://www.intrarts.com/quest/throttle.html) - didn't
really help. But perhaps you can get some ideas from
the source.
