which error message do you get when trying to import the key? I just
tried on Ubuntu 18.04 WSL (yeah, not exactly accurate...), and it just
adds the key with a simple "OK" message.
However, it seems that the key in mxeapt.gpg is either outdated or
somehow broken since "apt update" failed.
This solved it for me:
> sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys
