[Mingw-cross-env-list] qt 5.9.1 and qtspeech

It seems that normally MXE updates to using new Qt releases fairly soon after 
the release is made.  Qt 5.9.1 has been out for some time.  Is there a reason 
MXE hasn’t been updated to 5.9.1 yet?  I don’t see any issues posted regarding 
it, but maybe there are some problems with the upgrade for this patch release.

Also, one of the new features added in 5.9 was support for text to speech 
(qtspeech) on MinGW cross-compilation, i.e. MXE.  qtspeech.mk seems to have 
been removed from the MXE src dir.  I tried re-adding, building, and running 
qtspeech and was pleased to find that it seems to work.  Could qtspeech be 
added back in?
