[Mingw-cross-env-list] Legal Notes

Hi All,

I found an old branch relating to discussions we had some time ago about creating a legal notes section in the docs[1]. Most of it still seems relevant, so I’ve pushed it to master[2] in case anyone would like to review before publishing it in stable.
