Hi,
That is a very old version (mingw-cross-env-2.21) and no longer supported.
Please follow the instructions here:
http://mxe.cc/#download
to obtain the current stable or development versions. Both these versions will
fallback gracefully to alternate mirrors that should resolve almost all
download issues.
