[Mingw-cross-env-list] New packages (cminpack, f2c, levmar, hdf5, minpack) and patches (lapack, suitesparse)

I've been working on some additional packages, namely

-  cminpack 1.1.4 (seems fine)
-  libf2c (seems ok)
-  levmar 2.6 (seems fine)
-  hdf5 1.8.8 (compiles, but has runtime issues)
-  minpack.f90 (does not make, because unknown decompression error, not 
included in index.html because it breaks MXE)

and some fixes for
-  lapack 3.4.0    (checksum fixed)
-  suitesparse-3.7.0  (fix built, see 
https://lists.nongnu.org/archive/html/mingw-cross-env-list/2012-04/msg00029.html 
)

What is the best way to submit the changes? Currently, I've but them 
into this repository:
  git clone http://pub.ist.ac.at/~schloegl/src/mxe/.git/
