[Mingw-cross-env-list] Ilmbase/OpenEXR

Hello,

FreeBSD is having issues with ilmbase ./configure, running with
$(SHELL) seems to fix it for the moment.

There is also a problem with a missing include in ilmbase [1][2] that
causes the openexr build to fail. The attached addresses both of
these.
