[Mingw-cross-env-list] [patch] enable webkit in package qt

 Hi,

We used to skip building webkit because of problems building or using it 
as a static library. It seems to work now, so I enabled it. Tested by 
building the "examples/webkit/fancybrowser", which works under Wine 
(including https support).
