as you said the tagging model for names in openstreetmap is not really
ideal but i guess we'll have to live with that. i took a look at
streetnames in our two greatest cities (bratislava, kosice) and here's
an idea that could work:

index file based on the first letter
 exception: for multiword (space separated) names and the last word
