to Thomas they don't encode it at that level in the UK. Does this mean

The UK administrative system is a nuisance to work with in the first place. Part of the reason is that there are competing administrative levels that are not self contained. In addition, England, Wales, Scotland and North Ireland are using slightly different administrative boundaries.
In addition, currently, there are no extensive boundaries in the UK due to the way the Ordinance Survey is blocking every thing. It may change if OS data is released this year but for the time being, I don't expect this information to be widely available on OSM.
For London, we have something that is a mess. We have London (or Greater London) that is constituted of London Borough (I include in those Westminster, The City, etc...). Inside some of those boroughs you have towns.
For example, the London Borough of Croydon contains Croydon, but also different other towns like Shirley, or addiscombe for example. All seems fine except that Croydon is also part of Surrey.
The UK is really a mess when it comes to all this.
