Oops, the patches are not ordered and a patch is missing. Issues on my
GIT config.

Thomas, here is the set of patches for "public_building":

I have decided to keep "Public Building" with empty name because that
probably means a mapping error on the map. Nothing is immutable so we
can change later. ;-)
