A number of bugs and problems were fixed.  The most significant change
is that the "second expansion" feature is now optional, and not enabled
by default.  To enable it, add the .SECONDEXPANSION: pseudo target
before the first rule that needs to use it.

I know there are still issues with this version (there are still bugs in
Savannah which have not been addressed), but I'm particularly interested
in critical errors and build failures.  Please test this release with
that in mind.
