need help

Hi
I downloaded make-3.78.1.tar to my Pc.
Now I unzipped it but I have no idea what to do after that.
I am doing Oracle 11i installation on my win2000 pc and the installation 
document says I have to get gnu make.
That's the problem , it does not says what to do after downloading
make-3.78.1.tar file.
It only says create the tool?
I don't know what it means...
I have mkstoolkit and vc++ also installed.
