I fetched it manually and had a look.
I note the lack of any Content-Type: header. My guess is that one
version of lynx treats this as text/plain and (correctly, given that)
displays the HTML as if it were just text, while the other tries to
guess based on the content and guesses (correctly, in this case) that
it's dealing with HTML.
I don't know whether that's actually what's behind it, but it seems
likely to me.
