File upload has been a feature for as long as I can remember in lynx.

We need some details. Do you have a trace file of a failed file
upload? It's common for web servers to have size and timing
limitations on uploads, so providing a trace will likely show what is
happening (use lynx -trace before the session, then examine the file
Lynx.trace).
