I don't see the ralationship between $LYNX_LSS and LYNX_LSS_FILE. But prior to running configure do you have such a env-var? I don't use auto* tools to verify what's really going on. Look in your conf*.cache.
Just a wild guess; maybe there is some trailing space here: test "$LYNX_LSS_FILE" = no && LYNX_LSS_FILE= --gv
