Being free and/or fan based doesn't make you immune from trademark and
copyright infringements. Paramount would probably be down on you like a
ton of bricks if you did this with Star Trek. I don't know what the BBC
licence terms are for Dr Who, but I'd be surprised if you didn't, at the
very least, need a trade mark notice for the phrase "Dr Who".
