True enough. I'd have to switch my story to 
Kurdish to find a language without a matching 
national Google site! Even then, there is a 
direct URL (http://www.google.com/intl/ku/). 
Often language negotiation is just used to keep 
URLs short.

I think language negotiation shows its strength 
in CGI-tools/web-apps like Squirrel-Mail or 
AWStats, where it is cleanly used to just display 
localized UI elements.
