Is this a change with any reason?
no - looking at the changes for dev.5, I don't see any that should have
altered this behavior. It sounds like a bug, then.
Changes related to mailcap in dev.5:
* modified mailcap command and testcommand substitutions to provide for
running the testcommand's after program initialization (prompted by review
of Debian #167200, which gave as example a mailcap using %{charset} in the
test commands) -TD
I like previous behavior.
