it is the default...

I changed some places in the configure script which still insisted on
preparing for the intl/ directory.

that could be, but he's not listed in gettext's AUTHORS file.
The changelog lists a lot of commits from him.

Just general irritation with developers who apparently do not use compiler
warnings.  (Turning on warnings in current gettext adds 1500 lines to the
log - including the ones that I would see every time in lynx's log).
