lynx-dev time for 2.8.5 proper

it's high time there was a release called '2.8.5'.
there really doesn't seem to be much wrong with dev.16 ,
but eg Gentoo still offers 2.8.4 , as did Mandrake when i used it.
with many projects, the difference between '2.8.4' & '2.8.5'
wb the same as between present Lynxes '2.8.4.16' & '2.8.4.17'.
