lynx-dev no_proxy:localhost [PATCH]

Hello, Lyncei,

It's pretty implausible that a proxy should be needed to connect to
"localhost".

Now that I have a laptop with Apache server, I tried "http://localhost";.
My proxy configuration attempted to connect via a proxy.  The proxy
resolved "localhost" (presumably to itself), and failed with "Connection
Refused".  The attached patch to lynx_cfg makes "localhost" the default
value of the no_proxy string, which I believe is a sensible value.
