Can I add that the reason that spaces not are allowed is that they
may result from wrapping of the text of a URL in email, etc., or
their number may be varied by processing or transcription of text.
The correct error recovery, therefore, for spaces in URLs is to
delete them, however, naive construction of URLs by Windows users
tends to favour an error recovery action of converting them to %20
before sending them.
