Unfortunately, the sort of question being asked on address@hidden
imply that many are looking to be legally safe, i.e. to comply to
the letter of various standards, rather than truly accessible.

Using undefined numeric entities is not exactly a good sign in the 
case of the Washington Post!  This represents another problem; man people
are using broken authoring tools and don't realise they are doing anything
wrong.
