That doesn't have anything to do with UTF-8, afaics.
The markup is invalid, with tables starting like
<table> <th><th> 0<th> 1<th> ...
so <tr> tags are missing. After adding <tr> before the first <th> in
each table, the TRST alignment works as expected for me in an 'xterm -u8'.
