I believe this would be a futile attempt. First you need to make
a reentrant libc, then make a multiplexer that feeds the network
packets to correct "process" (background-TSR or foreground program).
 
Maybe using DR-DOS would be an option. I've heard it multitasks
DOS-programs quite well.
