Not without modification. You have to compile in support for various
SSL libraries.
You can get info about SSL from:

I use Lynx to do things like buy from online commerce sites, use my
bank and stock accounts and such. The only extra "work" necessary is
often I have to spoof Netscape so the site lets me in. (No need to
say that I'm being "bad".. Unfortunately I'd rather access the site than
NOT access the site.. and if I have to say that I'm Netscape, with an
additional 'really Lynx' bit, then so be it.)
