lynx-dev Lynx accepting bad HTML...

Just a bit of info from a bug I sent about 'links'.  Since Lynx works
in this case (though of course in Lynx' "zoom into frames" way), is
it doing something wrong?

I will fix it.

This is because of bad html document. BASE element must be in HEAD section
according to spec.
