lynx-dev New Dutch PO file for `lynx'

I've added the contributed Dutch message file to the usual places
(www.slcc.edu and lynx.isc.org), and built a test version.  Thanks
once again to the Translation Project, and to Tijs van Bakel.

Here's a patch to modify the placeholder file:
