Generally true; there seems to be some silliness, IIRC (vaguely) discussed
here previously, in that the d(ownload) command bypasses the cache and
always goes to the internet.  Is this by design or by accident?  It
certainly made sense in the Bad Old Days when pages were cached in
rendered form.  It seems to make less sense now that they're cached in
source form.
