Laura posted the work of Barry Roundtree on the list in March (*168KB*):
  http://www.flora.org/lynx-dev/html/month0399/msg00221.html
You should also grep through the March 1999 archive for "Lalo Martins"
who sparked renewed interest in js support, and also for "Javascript."
If you are interested in Barry Roundtree's project, some of the original
discussion was carried on in November 1997. (Grep on "Barry Rountree"
or "BarryScript.")

Your memory does not seem to have served you well here. Perhaps you
RC this post: http://www.flora.org/lynx-dev/html/month0399/msg00027.html.
Others by David Wooley that month are equally edifying, IMHO.

What is considered a "significant enhancement" varies considerably. That
is quite understandable since Lynx is used in many different ways in many
different environments: single user/multi-user (sometimes captive-user),
unlimited hardware resources/very stressed resources, interactive/batch mode.
