The problem appears to be that the server is sending application/x-tar as the
MIME type, but the handler is only configured for application/start-tar. Try
adding the same handler for application/x-tar. The suffix mapping, IIRC, is
only used for reading local files, and for access methods, such as ftp, that
don't send MIME types.
