There is no one currently working on this project.  Perhaps at some time
in the future, when someone (perhaps you?) decides to take on the project,
I would think the thing to look at would be whether style sheets could be
used in some manner to alter the highlights.  However, since the few folk
programming changes to lynx are doing the projects in which they have an
interest, there's no one yet to take on the project of investigation.
