LYNX-DEV problem defining editor in Win95

I have tried to define an editor, both in the options screen
and in lynx.cfg. Nothing works. I get the message
Alert!: Could not access file
What is going wrong?
(The embarassing thing is, I got it to work before, until I
emptied my TEMP dir, which happened to contain my bookmarks
and presumably my .LYNXRC.)
