Perhaps the strongest argument vs regulation is that the horse is already
out of the stable: encryption software is widely available via the Internet,
some providing the very strong encryption US companies are currently prevented
from exporting.
One such program is F-Secure from Data Fellows (Finland): several versions
-- incl one that automatically en/decrypts when a computer is turned on/off --
are available from its WWW site; since F-secure was developed in Europe,
it is not subject to US regulations.
For PC users who transmit sensitive info via e-mail, Norton Secret Stuff
(Symantec) is a simple solution: unlike most encryption programs, it does not
require the recipient to have the same software. While it uses a weaker
encryption scheme, it is enough to deter the average snoop.
If you are determined to keep your most embarrassing secrets in a computer
or the Feds are on your tail, the answer may be Shredder. Typically,
encryption programs scramble the final copy of a document, but Windows
applications often create back-up/temporary versions that may not be encrypted,
so a determined investigator might find them. Shredder ensures all versions
-- incl back-ups -- are unreadable & also has a `panic button', which deletes
files instantly: handy if you get an unwelcome knock on the door.
