LYNX-DEV configure & lynx.cfg

the history of the affair seems to have been (working backwards):

CHANGES 1998-01-06
* correct expression to supply default value of .cfg file's pathname
  (reported by LE & Ambrose Li <address@hidden>). - TD
* correct dependency of .cfg files upon $(libdir) in makefile.in - TD

[PW] Ambrose Li wasn't in Archive 9712; i didn't check 9711.

try  --exec-prefix=$HOME  (I think that was the answer).

971217 LE wrote & TD replied:

 $libdir  is under  --exec-prefix  (so's  bindir ).  I would have put it under
the 'shared' directory, but didn't want to change Lynx's directory structure.

CHANGES 1997-11-12
* remove options --with-lss-file and --with-cfg-file, since the corresponding
  files will always be installed under $(libdir), reported by Henry Eric
  Nelson (HN).  - TD

CHANGES 1997-09-10
* Modify CF_WITH_PATH to allow substitution of --libdir and other
  configure options pathnames, e.g., for --with-cfg-file. - TD
* Include lynx_cfg.h in userdefs.h to resolve redefinition reported by
  AC. - TD

[PW again] the story above doesn't seem complete,
but it may help others recall how the problem arose.
