LYNX-DEV Is that misfeature still on?

Is that misfeature (was it introduced in 2.7.1)
which disables whole form if there somewhere used 
FILE -input?

Consider a form which have 100 text  fields
and questions and which gives in end of
form possibility to attach more information with file.

Disabling form in that situation results bad
user frustation.

Reason even does not have visible in current screen.
