The later part would not be an issue if there were a few mirrors OUTSIDE
the USA. If we're distributed with Red-Hat or Debian or other "packaging"
then getting on their anonymous FTP mirrors might be a good idea...
especially if they know NOT to propagate it to their US mirrors.
