Often true, but the names are actually arbitrary, although unfortunately
people who vary them often still name them after graphical elements of
the cosmetics of their layout, rather than after what they really contain.

Not entirely true.  Most of these things are created with authoring tools
and these tend to produce stereotyped (but they wouldn't use the term as
it is emotive in the wrong sense) layouts where you can often guess where
to look.

The typical frames layout (although advertising people like change so this
may be getting too hackneyed for them) is like this:

The Logos normally stay fixed all the time, and the contents and main
page can be independently scrolled under them.

Often you want the left hand frame that contains the contents list,
because there are inadequate hypertext links in the main area.  Normally
the contents links are targetted into the bottom right hand pane.
Unfortunately the contents is likely to be all graphic and may have no
alt= text.

Note that frames are done by n way horizontal or vertical splits, so
you are not limited to a two way horizontal split within a two way
vertical split.  You can horizontal split first. You could even do
horizontal within horizontal.
