LYNX-DEV Suggested helper app to replace the DOSPATH mess

What you really want for Windows systems is a `launch' app that corrects
the DOSPATH slashes, then calls the required (Windows) helper app with
the corrected (Windos) path slashes.  It is just a question of strstr and
sprintf followed by a system(commandline) call.
