LYNX-DEV Lynx for browsing pages on a local drive?

  Recently the Canadian ministry in charge of publishing air regulations
(CARS) started shipping them as a series of linked HTML pages on a CD. 
Unfortunately the only machine I have available to me is a (real) IBM 286. 
Is it possible to run Lynx, or any other browser you can think of, in this
enviorment?  No surfing here, I don't even have a modem on that machine, I
just need to view this documentation.
