LYNX-DEV feedback for VMS build of -71

Klaus,
        1) Swap the ./WWW/Library/vms/libmake.com and descrip.mms in
           tonight's fotemods into the devel code (they were still
           compiling the old libwww HTInit.c and HTFWriter.c, which
           are not used and won't compile in the -71 devel code).

        2) Give a (CONST char **) cast to the &cp argument you added
           in HTVMSUtils.c.

        3) Move the #ifndef VMS in tcp.h up above the #include <sys/types.h>
           at least, for now, but it remains to be determined what platforms
           or flavors need it there, rather than via the #ifdef'ing further
           down in tcp.h.

        The devel code builds fine again on VMS with those tweaks, but see
tonight's I_value/OPTION tweaks in the fotemods HTML.c.
