Glad there is general interest.  Other comments and corrections welcomed.

This section is a verbatum copy of the present "README.win-386".  I'll
go ahead without Wayne's permission to correct typos, but Wayne would have
to reply to any heavy-duty changes.

The same is true, i.e. just copied from "README.configure" (with a few
changes), of section II. 1,  on compiling for Unix with autoconfigure.

I left Tom's and Wayne's signatures on the respective sections, and added
mine at the very end (just to be responsible).  I'd appreciate feedback
in this area: okay as is, make completely anonymous, change so ... .

My proposal goes hand-in-hand with the one to simplify the top directory.
It should be possible to remove both README.win-386 and README.configure
if the proposed INSTALLATION is acceptable.  I personally would like to see
CHANGES*, *.announce, etc. go into the docs subdirectory as I mentioned before.
