In this specific case i wrote "See the Makefile" because the question was
about the fotemods code.  For the development code it probably would have
been "See the --disable-parent-dir-refs flag of configure".

I admit that I haven't read the new INSTALLATION yet, but please don't
take my lack of comments as criticism.  I think in pronciple what you are
trying to do is a good thing, and hope some others will comment.

I think there always will be some compiler flags which are not handled by
configure.  And platforms where configure doesn't work at all.

The current list is already in makefile.in / makefile, right?
