Probably just banging my head against the wall, but FWIW I have
drafted (actually just hacked together) a new INSTALLATION file.

It assumes that the present file will be renamed INSTALLATION.old
and along with Makefile.old moved to the docs subdirectory.  The
README.configure and .Win32 files have been integrated, so they
may be deleted.  I have taken the liberty of doing some editing
to have a consistent style.  If Fote would agree, I would like
his name added to the VMS configuration section.  Or perhaps
the file should be entirely anonymous, in which case Tom's,
Wayne's and my names should be deleted.
